Just as a thought experiment, read the reports on the corruption and ineffectiveness of the DCPD without IMMEDIATELY assuming that every person described therein is black (since they all aren't anyway).

And the reason I pondered about there being any impact at all is that the CPD is already nearly as corrupt and/or ineffective as the DCPD.
When I read that, I realized it sounded familiar. Wasn't if New Orleans that had already tried that maneuver, with disastrous consequences that they cannot admit to?
The sad thing is that these sorts of entrance exams are descendents of the civil service exams introduced in the 1800s as a way to kill political patronage via the spoils system. Looks like they worked too well.
With me, it all comes back once again to what a government is, and what it does. Government has 3 functions, and 3 functions only: To take people's property, to imprison people, and to kill people. Soldiers are government's agents in using those tools against our enemies. Police are, when all is said and done, government's agents, ultimately your and my agents, in using those tools against me, my loved ones and my neighbors.
And all it takes is minimums in education and residency to be considered trustworthy to do that job?

I'll grant you, from what little I've seen of government entrance exams, I am not impressed. But... what?!?
I'm used to seeing government lower the bar, but throwing it away is a little extreme, in my opinion. What's next, drop the requirement to be able to speak and understand English?
I think it was DC that did this years ago to be more PC in who was hired.
