He would prevent the building of coal-fired power plants. He would do so, not by preventing it through due process of law, but through taxing them into bankruptcy if they try. Yet he simultaneously believes that power companies would try anyway and so this would generate billions of dollars in revenue to the gubmint.
This illustrates the mindset which holds that changing tax rates has no effect on the economic activity that is taxed. It is the clearest case of cognitive dissonance I have ever seen in a presidential candidate.
