Ahh. Granada Hills, that beautiful, quiet, Los Angeles suburban community. That community where gunman work unopposed; shooting up religious facilities with the knowledge that few will be armed. May issue my ass.
I did a fairly exhaustive search and still could not find out how law enforcement became aware of Joseph PELLETERI's Marlin 60; so that they could prosecute him. Absurd as the charge and conviction were, how did they get access? There must be some underlying issue here.

Maybe by "safeguards", Antonovich means "good guys with guns".
