In all probability, it was the nearest state policeman decked out in ninja gear.
The town I grew up in (20,000 cows, 10,000 guns, 5,000 humans) had no police force at all. None. Zilch. Nada.
Theoretically, we had a constable, but he was a 90 year old antique we'd trundle out in his wheelchair for the 4th of July parade. I think the story was that he'd done something heroic for the town in the 40's.
The town next door to us here in NE MA, population of roughly 5-6K, just bought its entire police force M-16s.
Not AR-15s. M-16s.
We are solidly trenched in the way-out burbs. The biggest danger to any police officer out this way is myocardial infarction brought on by donut-related obesity.
But they have machine guns...

I think in these small town cases, the SWAT team is really just the regular police force decked out in their ninja gear.

We have to rely on County or State police.
Having a "tactical response team" is a fast way to access to the federal anti-terrorism/anti - drug money tit.
