All I can say is, if you are considering moving, I have used BlueHost for the past few months and am completely happy with them so far.
You do need to use your own blog software, but they include automatic install script for many, (I use wordpress), as well as other software, via a tool many hosts use called. fantastico.
Good rates too, but there is a lot of competition out there.
Honestly, Blogger's been very stable for the last year or more. This is the first major outage they've had in quite a while, and they did announce that there was a problem, and it was being addressed.
I don't think anybody can guarantee 100% uptime, and for free I really shouldn't bitch (though that obviously didn't stop me!)
You know, Near 100% server uptime isn't that difficult. It's not even that expensive, when all's told.
Clusters, async mirrors, arrays, cheap near-line storage... Really, it's not that hard to do.
And while I'll grant, over-all 5 9's reliability is expensive, that expense should be sufficient capacity, not reliability.

I went to www.blogger.com during the outage and there were no links for trouble stuff. Where did you find that report?
