Anyone wanna guess why?

The appellant has no standing, as he either

A) has not claimed membership in an organized militia

OR

B) The appellant has claimed membership in the organized militia but

i)The weapon in question was not an officially issued duty weapon
OR
ii) The weapon in question WAS an officially issued duty weapon, but the circumstances were such that it was not materially related to official militia duties.
