This sounds a lot like what MIMEDefang already does.

 From their website as "one" of the things it can do:  Replace large
attachments with links to a centrally-stored copy to ease the burden on
POP3 users with slow modem links.

I don't use it, so I can't vouch for it's effectiveness.  I just came
across it yesterday after following some links from SpamAssassin's site
and thought I would pass it on since it sounds like what you're wanting to
do.
